 To make this story work we need a conflict. We could have multiple conflicts like a villain who wants to modify the system of his country, another one who wants to control the world, another one who plans to destroy an entire clan from revenge, we could even have some kind of mafia organisation here. The idea is that at the beginning they will not know of each other but in time they will meet each other some will collaborate some will fight. And about the heroes we will have some official heroes, something similar to a cop chosen by countries to maintain order but it has high level of authority, we could also have some heroes who have left their country, also some guys with a shady past who now are looking for redemption.

 Hey sorry I havent been on for a while. My internet kinda ran out...

Anyways that is all sounding pretty good. It gives some good foundations for each of the countries to work on from here.

Also another thought to add is if each of the countries have a representative for communication between the countries. Maybe if they come together every so many years to discuss their situation as a whole world, with the countries united. Also any country can call an emergency meeting if they need desperate assistance from the other countries, and then they decide if they are to help them. This would all happen in a special place eg. an island or somewhere central to all the countries.
No idea what those sort of issues might be, but I guess that would come along when we get a storyboard going.

 I have been seeing a few lately. I was starting to think I was the only one seeing them.

 Find a way to make it fun if you are not enjoying it.
I do not like writing short stories. I find it difficult to make something that is worth reading in less than 2000 words...
